The timesheet nobody fills in is the report nobody trusts
Every agency has run this cycle. Timesheets are mandated. Compliance is poor. A reminder goes out. Compliance improves for three weeks, then people start filling in Friday afternoon from memory, in round numbers, and the data becomes a fiction that everyone agrees to treat as fact.
Project margin is then computed from the fiction. So is capacity planning. So is the decision about which client to keep.
Automatic capture breaks the cycle at the source, because there is no compliance problem when nobody has to remember anything. What is left is a review step, which is a smaller ask and produces a number your finance conversations can survive.

On monitoring, and on client contracts that require it
Stunda is not employee monitoring software and we are not going to reposition it as some. It counts input rather than recording it, and there is no activity score for a manager to performance-manage somebody with.
Screenshots exist because some agencies genuinely have a client contract requiring proof-of-work capture, and pretending otherwise would just push those teams to a worse tool. They are off unless somebody turns them on, and turning them on is a deliberate act with an operating system permission behind it.
Rolling it out
The rollout that works is the one where the team is told what is collected and what is not, in specific terms, before anything is installed. "It counts how many keys you pressed and never which ones, it records which app had focus, and it does not take screenshots" is a sentence people accept. "It monitors productivity" is not, and it is also less accurate.

What is the best time tracking software for agencies?
For utilisation and project margin without surveillance, an automatic tracker with per-project reporting and role-based visibility. If you need deep budget, retainer and expense accounting, a full professional-services tool such as Harvest is the better shape.
Does Stunda monitor employees?
No. It counts input events without recording their content, has no activity score for performance management, and keeps screenshots off unless a workspace deliberately enables them. Permission to view other people's time defaults to off.
How is it priced for a team?
Per person, with no seat cap and a two-seat minimum on the team plan. The current figures are on the pricing page, which is the only place on this site that states them.

Yes. Billable share per person and per project, from hours that were measured rather than filled in on a Friday.
